Description

Economic transformation requires the shifting of factors of production, particularly workers, to high-productivity, job-rich and value-adding sectors. This will help with the objective of creating more sustainable and high-quality jobs. True economic transformation requires providing individuals the opportunity to be part of a growing workforce and benefit from productivity gains, innovation and development.

The National Treasury (NT) of the Republic of South Africa and  UNU-WIDER, in collaboration with the South African Revenue Service (SARS), Department of Labour, the Economic Development Department and the Presidency invite proposals from qualified researchers for detailed economic analysis of employment data based on corporate and individual tax data.

Offer

Proposals from both individuals as well as non-profit organizations are welcome. Applications from suitably qualified women and developing country nationals are particularly encouraged.

The specific objectives of this request for research proposals are:

  1. To obtain from the research community, policy relevant ideas related to economic growth and job creation that can be explored using micro level tax data. (e.g. better understanding of the duration of employment, switches in employment, the link between wages and labour market status, changes related to the age of labour market participants, etc.)
  2. To better utilize information in micro-level tax datasets, yet continue to protect taxpayer confidentiality.
  3. To contribute to the development of a world-class policy monitoring and evaluation system in South Africa, through the analysis of policies related to employment and the labour market, such as the employment tax incentive or the learnership incentives.
  4. To enhance capacity in South Africa to analyse firm-level data, for example through the inclusion of local economists and knowledge transfer / capacity-building with the public sector.

This submission page is for individual researchers. If accepted, the individual will sign a consultant contract with UNU-WIDER in order to receive his/her honorarium. This submission page is for research groups. If the group proposal is accepted, each individual in the group will sign a personal consultant contract with UNU-WIDER in order to receive the honorarium. The honorarium will be equally divided across group members unless UNU-WIDER is informed otherwise. This submission page is for universities and other non-profit organizations. If the proposal is accepted, an institutional contract (one contract per proposal) will be signed with UNU-WIDER and the institution will receive the honorarium.
