Can tax administration changes impact revenues?

This session focuses on tax administrative interventions which aim to improve tax compliance and increase revenue collection. The session introduces research results and policy recommendations using administrative tax data. The tax data are a useful tool in analysing the impacts of different tax interventions in SSA. Research is done in collaboration with revenue authorities’ research departments.

Ayanda Hlatshwayo is Director Secondary Sector at the National Treasury of South Africa’s Microeconomic Policy Unit in the Economic Policy Division. She focuses on industrial policy, manufacturing and trade. She also serves as a part-time commissioner on the International Trade Administration Commission.

Ezekiel SwemaEzekiel Swema | Presenter

Ezekiel Swema is a Fiscal Economist at Tanzania Revenue Authority (TRA) in the Domestic Revenue Department. His research focuses on risk-based innovations and digital tax systems to help tax authorities reach their goals of collecting sufficient revenue.

Ezekiel holds master’s degree in applied economics, post graduate diploma in Tax Management and BA. Economics. Before joining TRA, Ezekiel worked for Trust Africa and Trans-Sec Project as a research associate and research assistant.

Christos KotsogiannisChristos Kotsogiannis | Presenter

Christos Kotsogiannis is Professor of Economics at the University of Exeter (UK),  of the Tax Administration Research Centre (an ESRC Research Centre), and a Research Fellow at CESifo. He was Head of the Economics Department at University of Exeter Business School from 2011-2014 and, since 2016, he is the Chairman of the Management Board of the Independent Authority for Public Revenue (IAPR) of the Hellenic Republic. Kotsogiannis is currently the editor of CESifo Economic Studies, and on the editorial board of the Journal of Tax Administration and Public Finance Analysis (FA).

He was awarded the 2015 Copernicus International Fellowship for his contributions to public economics from the University IUSS-Ferrara 1391. His research is primarily in the fields of tax policy and tax administration, with publications in journals such as the American Economic Review, Journal of Public Economics, Journal of Public Economic Theory, Journal of International Economic, and Economic Policy.

Yenda ShamaboboYenda Shamabobo | Presenter

Yenda Shamabobo is a Zambian economist with over 10 years experience in applying econometric, statistical and research techniques in providing solutions to problems in tax policy and administration in the African country context. Yenda is a graduate of the University of Manchester where he pursued an MSc Economics (and Econometrics), and also the University of Zambia with the MA Economics and BA Economics and Mathematical Statistics.

Yenda has spent most of his career working for the Research and Corporate Strategy (RCS) Department of the Zambia Revenue Authority (ZRA), which he joined as a Statistician in June 2012 and two years later was promoted to Senior Economist. Currently, he serving as the Acting Executive Assistant to the Commissioner General of ZRA, while still holding the position of Senior Economist-Research and Development.

Trond HjørungdalTrond Hjørungdal | Discussant

Trond Hjørungdal is Programme Manager of the Capacity Building Programme at the Norwegian Tax Administration (NTA). He is an Economist from University of Oslo. He has more than 20 years of experience from working with taxes in The Ministry of Finance and in the Oil Taxation Office in the NTA. Since 2005 he has been engaged in Capacity Building in institutions in developing countries, mainly in Africa.
