Tax-benefit systems and crisis – how have countries fared during COVID-19?

While the need to build up crisis resistance was already noted after the financial crisis of 2008, many countries, especially in the developing world, had to set up new support systems very swiftly after the onset of the coronavirus pandemic. How well prepared were the social insurance systems in developing countries to the crisis? To what extent did some of the new COVID-19 related policies, and the existing social protection programmes, cushion households against the poverty and inequality increases associated with the crisis? This session will answer these questions and share information on what is left of the best practices taken into use during the critical moments of the pandemic.

Holguer Xavier Jara Tamayo | Chair

H. Xavier Jara is Research Officer at the International Inequalities Institute at the London School of Economics. He holds a PhD in Economics from the University of Leuven, Belgium. He works in the fields of public and development economics and has extensive experience in the study of distributional analysis, microsimulation of tax-benefit policies and well-being measurement.

Rodríguez Guerrero, David ArturoDavid Rodriguez | Presenter

David Rodríguez is a PhD in Economics from the University of Essex in the United Kingdom, a Master's in Economics from the University of Southampton in the United Kingdom, and an Economist from the Universidad Externado de Colombia.

He has more than ten years of experience as a researcher and consultant on labour economics, distributive incidence of taxes and monetary transfers to households, and microfounded macroeconomic models. He is currently a lecturer-researcher at the Faculty of Economics of the Externado de Colombia University.

Katrin GasiorKatrin Gasior | Presenter

Katrin Gasior is a Sociologist interested in applied comparative social policy research and the role of tax-benefit systems in mediating income differences and poverty in Europe as well as low and middle-income countries.

She is a Research Fellow at SASPRI where she collaborates with SOUTHMOD countries, Indonesia and South Africa on building tax-benefit microsimulation models. Her recent work focuses on adaptive social protection, the role of social protection for a just transitions and child-sensitive social protection.

Nguyen Viet CuongNguyen Viet Cuong | Presenter

Nguyen Viet Cuong is a senior researcher at the Mekong Development Research Institute in Hanoi, Vietnam. His research experience and expertise lie in several areas, including poverty analysis, education, climate change, and impact evaluation of public policies.

His research has been published in refereed journals such as the American Political Science Review, Journal of Development Economics, European Economic Review, Journal of Comparative Economics, World Bank Economic Review, Economic Development and Cultural Change.

Vanda Isabel Castelo | Discussant

Vanda Isabel Castelo studies education, evaluation, and schools. She is an economist with large experience in macroeconomic analysis and social policies.
