The Complex Ecology of Small Enterprise Systems
Modern economies that successfully incorporate dynamic small enterprise sectors are complex ecosystems of formal and informal, private and public, interrelationships and dependencies between different types of entities. Despite this pattern, the dominant ideology of transformation presumed that society would make a jump to a complete or new set of basically homogeneous institutions. It is important to take account of experience with mixed systems in order to appreciate the opportunities for SME growth in the actual conditions of contemporary transitional economies, many of which diverge dramatically from free-market conditions.
