UNU-WIDER hosts two events during the Second Preparatory Committee (2nd PrepCom) Session for the 4th International Conference on Financing for Development (FfD4) in New York in December 2024.

UNU-WIDER hosts two events during the Second Preparatory Committee (2nd PrepCom) Session for the 4th International Conference on Financing for Development (FfD4) in New York in December 2024. 

The first event is a panel during the Academic Day of the 2nd PrepCom session, focused on taxation, institutions, and governance. The panel features UNU-WIDER Director Kunal Sen and renowned academics who will present their research examining the role of institutions in explaining the design and structure of fiscal systems in low- and middle-income countries. It proposes solutions to address key institutional challenges in closing the gap in domestic revenue mobilization between higher- and lower-income countries.

UNU-WIDER is also organizing a side event, in collaboration with TaxDev—an ODI Global and Institute of Fiscal Studies partnership—on the first day of the 2nd PrepCom session. The event explores innovative personal income taxation reforms essential for financing sustainable development and achieving the Sustainable Development Goals (SDGs). Bringing together academic and policy experts, the panel discusses the implications of progressive taxation, the challenges of taxing top incomes in emerging economies, and tax policy interventions that influence incomes in lower-income countries. 

Building on its academic work on domestic revenue mobilization, UNU-WIDER seeks to ensure that its evidence-based insights are contributing to the broader outcomes of the FfD4 process, and inspiring hope for a more equitable future.

About the 4th International Conference on Financing for Development

The FfD4 takes place in Spain in July 2025, and will address new and emerging issues, the urgent need to fully implement the SDGs, and support reform of the international financial architecture. FfD4 will assess the progress made in the implementation of the Monterrey Consensus, the Doha Declaration, and the Addis Ababa Action agenda.

To facilitate the achievement of the significant outcomes of the Conference, the Intergovernmental Preparatory Committee is organizing three preparatory Committee sessions ahead of the Conference, a first PrepCom session in Addis Ababa, Ethiopia, in July 2024, a second PrepCom session in New York, USA, in December 2024, and a third PrepCom session in February 2025.
